Rifkin, a former landscaper, was stopped by police on a routine traffic stop when a Long Island officer noticed his front license plate was missing, CBS New York reports. Buoyed perhaps by that effort, in August 1999 Rifkin unveiled his plans for Oholah House, a proposed shelter for prostitutes that would include drug treatment, counseling, medical care and job training. In 1965, the family settled in East Meadow, where Joel would spend most of his remaining years.
